Vine - Make a scene is a free standalone iOS app from Twitter that allows you to create shot (6 seconds) looping videos.
Features:

You can share your creations with your friends on the Vine app, Twitter and Facebook.

But just few hours after the app was released Facebook has blocked Vine from being able to find user's Facebook friends in the app (similar to how Twitter blocked Instagram) and now users have to manually search for friends on the Vine app itself.
Vine - Make a scene is available from the App Store for free and it's still not clear when (or if) the app will be released to other platforms.
